Peran PBB Dalam Konflik Libya

Konflik Libya yang terjadi pada tahun 2011 tidak terlepas dari peran PBB sebagai organisasi internasional perserikatan antar bangsa yang melindungi rakyat sipil Libya dari gencatan senjata antara pihak oposisi dan pihak pemerintah Muammar Gaddafi. Tujuan utama dari PBB adalah untuk melindungi HAM dan tuntutan kemerdekaan rakyat Libya sebagai negara yang bebas dari diktaktor dan hidup secara demokrasi. Salah satu peran besar PBB dalam mengatasi konflik Libya adalah dengan mengeluarkan resolusi PBB yang diadaptasi berdasarkan resolusi PBB 1970 (United Nations Security Council 1970) pada tanggal 26 Febuari 2011 yang diantaranya tercantum sanksi dan aturan terhadap baik negara Libya maupun kepemimpinan Muammar Gaddafi pada saat itu, sebagai berikut:

1. Menuntut berakhirnya dengan segera gencatan senjata dan kekerasan serta semua serangan dan pelanggaran kepada penduduk sipil.
2. Menuntut pemerintah Libya mengambil semua langkah untuk melindungi rakyat sipil dan memenuhi kebutuhan dasar mereka, dan memastikan bantuan kemanusiaan dilakukan dengan segera dan tanpa halangan. 
3. Meminta negara-negara anggota PBB untuk mengambil langkah yang diperlukan untuk melindungi penduduk sipil dan mereka yang tinggal di wilayah yang terancam yakni yang berada di wilayah Arab Libya Jamahiriya, termasuk Benghazi. Namun tidak termasuk pejabat asing yang menjadi bagian dari pemerintah Libya. 
4. Memutuskan untuk memberlakukan larangan penerbangan di wilayah udara Arab Libya Jamahiriya untuk melindungi penduduk sipil. Namun pesawat kemanusiaan dan pesawat PBB, serta Liga Arab dikecualikan. 
5. Memperkuat embargo senjata yang dijatuhkan pada 26 Februari, dengan meminta negara-negara PBB untuk menginspeksi wilayah mereka. Termasuk bandara udara, pelabuhan laut, dan udara di atas laut, kapal, dan pesawat yang terbang menuju atau dari Libya jika mereka memiliki informasi kuat bahwa muatan mengandung barang militer yang dilarang atau tentara bayaran yang sedang dikirim. 
6. Memerintahkan semua negara untuk menghalangi pesawat yang dimiliki Libya, dioperasikan, atau memiliki izin dari Libya. Atau pesawat jenis apapun yang dipercaya membawa senjata terlarang atau tentara bayaran yang sedang diangkut, maupun berada di darat atau sedang melintasi wilayah mereka tanpa izin dari Komite pengawas sanksi PBB.
7. Memberikan larangan perjalanan kepada duta Libya yang terlibat perekrutan tentara bayaran untuk rezim Muammar Qadhafi. 
8. Memperpanjang masa pembekuan aser tujuh atau lebih anggota keluarga Qadhafi termasuk tiga putra Qadhafi yang merupakan menteri pertahanan, direktur intelijen militer, dan direktur keamanan organisasi eksternal, dan sekretaris kelengkapan. 
9. Membekukan lima aset institusi keuangan vital yakni: Bank Central, Otoritas Investasi Libya, Bank Asing Libya, Portfolio Investasi Libya Afrika, dan Perusahaan Minyak Nasional Libya. 
10. Meminta Sekjen PBB Ban Ki-moon untuk membentuk panel ahli delapan-anggota untuk membantu komite pengawasan sanksi PBB mengawasi pelaksanaan sanksi terhadap Libya.

Selain memanfaatkan diplomasi dan sanksi perpindahan Muammar Gaddafi ke negara lain, PBB turut serta menurunkan NATO yaitu pasukan keamanan militer dunia untuk mencegah bentrok antara kelompok oposisi dan pemerintah yang menimbulkan korban jiwa yang lebih banyak. Namun di lain sisi, PBB gagal dalam menjaga keamanan teritorial negara Libya yang justru diintervensi kelompok militer dari negara lain misalnya pada tanggal 2 Maret 2011, Royal Canadian Navy frigate HMCS Charlottetown, yaitu pasukan laut Kanada yang menginjaki wilayah pesisir Libya tanpa pencegahan dan seizin PBB. Tujuh hari kemudian yang disusul pasukan militer negara lain seperti Royal Canadian Airforce (pasukan militer udara Kanada), French Air Force, British Royal Air Force (pasukan udara Inggris) dan United States Air Force (pasukan militer udara Amerika). Kedatangan pasukan militer udara dari negara lain disinyalir merupakan bentuk investigasi negara-negara Barat untuk memperoleh sumber kilang minyak Libya yang turut serta merupakan sumber minyak yang termasuk paling besar di dunia. Banyak terjadi kekerasan yang diberitakan beberapa penduduk sipil dilukai pasukan militer tidak dikenal. Walaupun telah jelas melanggar peraturan PBB untuk tidak mengintervensi permasalahan Libya, namun pada akhirnya PBB tidak memberikan sanksi bagi negara-negara yang telah melewati teritorial negara Libya pada saat konflik terjadi. Hal ini menujukkan adanya ketidakkonsitennya PBB dalam mengambil tindakan, sehingga dapat disimpulkan bahwa peran PBB ada yang berdamapak positif maupun berdampak negatif terhadap konflik Libya.

Last time I have ever written about 10 Signs A Boy Is Falling In Love, so next I will write down the vice versa. Anyway, after I recognized my last post, I qinda notice that I used to write in more complicated vocabularies, now on I try to make it simple so people especially for local people can understand well. Problems:

Some boys do not understand how to notice how well a girl has treated them and how to respond in certain situation, again boys naturally are ignorant (for most of girls generally), they do not look around and care what really happen. Most party who always get a trouble is girl. Girls are good attractor but not a good approach. So sometimes when they did so, in the end boys will feel awkward and lost their interest. But in the end, when boys realize what they have done, mostly it is too late for them to know actually there is someone who care them a lot.

Well, I am not a psychiatrist or mind reader, so don't be afraid, I just share what I read and what I know, hopefully you can catch some of benefits here.

 1. She Is Making Something Out of Nothing

 Well, again... Girls are good attractor, they try the most until the last blood even nothing turns to be something. When you pass in front of her class and suddenly she dances a Salsa or probably does some Kung Fu or perhaps does some juggling out of nowhere. Keep attracting, attracting, attracting... Meaning she wants you to look at her often.

 2. She Blushes, But With No Admission

 Once you talk to her and get close to something she likes or giving her a birthday gift. She will just keep silenced, say it is not needed or probably in fire by saying "you waste your money for this!!", they try to hide their feeling, thinking about probably you are joking with her, but when she blushes, actually she loves it. For good responds, you can approach her by saying "I thought that you like this, okay I will throw this now" or "I think I make a mistake by knowing  that you like this, sorry", then you will be astonished how honest they are with your feeling after this. 

3. She Tries to Look Neat and Beauty Around You

 Girls love nice performance, it is undeniable! When they try to change themselves into different like before probably hair cut, costume, make up, painting their nails and using cute things, they are trying to amaze you for certain! If you want to have a good responds, you can support them if you feel like it or just say "you look nice and beautiful, but you will be more beautiful in your simple way, I love it more than anything".

4. She Pretends Not to Look At You, But Actually They Wait For Your Call

Once you pass around her, but she is in a crowd, she shows no respond to call or say something to you, she tries to show you how well they associate with other people. Moreover, actually she also wants you to feel the same atmosphere as she has. I mean she wants to share her friends or acquaintances. If you just pass away and ignore her, you will go for nowhere, but if you try to call or greet her, she will know you are such a polite and friendly. The more you pay attention and get closer to her friends, she will think that you care about her. 

  

6. Strike up With The Conversation Even She Knows You Don't Know

Girls mostly are taking the role of initiating a topic. When they talk to you, meaning they have an interest or importance in you. Their curiosity is wild and they try to know more. Sometimes they try to make a special time where she can know you more than anyone, so even she knows you do not know the answer, or even they know your answers before, they will ask, ask again and notice whether you are honest or not. For further relation, if you really like this girl then be honest is the most valuable key here.

7. She Knows Your Details

She knows your personalities, your habit, even your birthday, your parents, your address, your sign, your favorite food, what you dislike, what you love the most, even your ex and memorizing your phone number perhaps. Girls love detail things, and the way they get crazy in loving you, they will remember anything as much as they can. For further responds if you are happy with the way she knows you, you can responds her by amazed and get impressed with what she did and ask for her detail so it is just like exchanging what she likes with what you like.

Part 1: I Won't Forget Today

I still remember that day, when he blushed his cheeks and said, "will you be my girlfriend?" at that night. I was so surprised and speechless. An anonymous, a person who I did not recognized at all. Now, he stood up firmly and asked me such an awkward question. I did not remember how it felt exactly. But it was a mixing of happiness, shame, a little bit pride, warmness, fun, embarrassing and annoying. My lip spitted out cruel words as my face all turned red and my eyes were so scary and big I believed. My heart was pounding so fast, may be 8 times per second. "Don't you feel ashamed of yourself? Look at yourself and watch your mouth, get lost!", I shouted accidentally. 

As I realized what I had done, I did not mean to say such a cruel way, I just did it deliberately, I did not understand where it came from, I really really did not understand, I believed something was wrong but I did not say anything after that. I saw his face, I was so afraid, I knew, it should be painful, there should be a deep scar, worse than heart attack I believed. My shoulder was shaken, I felt so guilty and nervous, I lost my control already. When I noticed he tried to tell something, I was so astonished while he said, "sorry, but thanks really", and he smiled heavenly but his eyes seemed were both watering, sparkling and his cheek turned lighter but still red. Then he nodded slowly, and turned back as if nothing bad had happened.

When I saw him turned back slowly until his shadow was unseen, I was so startled, I wanted to cry aloud, but I cannot, my heart felt so weird, hurt and indescribably. My hands turned so freezing, felt like I had done a crime, a sadist murder. At that night, the sky was so dark, it rained heavily and I was alone. 

Several days later, I never met him. He never shown up like before. His habit vanished and scattered all around the grassy field. I still remembered. he often ran over the school field, chased for my attention by tricking, teasing or making fools of teachers or friends. Sometimes I laughed, sometimes I got annoyed of his behavior and sometimes I pitied him when he was punished to stand up with those cleaning instrument under the sun light. "Baka boy..", sometimes I commented his act by my Japanese accent, chuckled in my heart and at the same time I was actually enjoying what he did. 

Today was different, the field was wet by yesterday rain as if I could feel his heart was crying aloud so did mine. I felt how the breeze blew, as the day passed day by day. Until I opened my eyes, three years later, in these past years we ended up met each other so often but we never greeted each other, he never called my name anymore so did I, we never talked, no eye contact, no hi, no bye, we walked and passed like we never recognized. I always tried to pretend and act as if he was a walking sculpture, nobody who I knew, nothing in my life, nobody, until I get used to treat him like that, until today.

Now, the circumstance I am standing for is called as end of teens life. This year is the last year of my school life, everyone is focusing themselves in last exam and planning for their universities life. I had applied my next education abroad, and I am hoping a lot for new atmosphere, new friendship and of course I am trying to find good relationship. As I cannot wait for it, I always imagine how it looks like for almost everyday. Yesterday there was a news, a news I never expect to happen, and this is the beginning how the scars was discovered for another time.

Mondaiji tachi ga Isekai kara Kuru Sou Desu yo?

Time to have my national exam, but I still can't let myself not to watch anime. Lols~
In 2013,  I watch few anime only, one of them is Mondaiji tachi ga Isekai kara Kuru Sou Desu yo? (Problem children come from another world, aren't they?), That is how this anime takes place on my mind. This is a good anime, this is an anime which is based on light novel. The story is pretty short but totally amazing. If you like fantasy and action, this is pretty energizing. 

Actually I am interested with the girl with Usagi/rabbit ears, she is beautiful and she can transform her hair into blue. This anime takes place in heaven while the three main characters come from the world.

Plot:  

Once there is another world where all creatures are gathering in one place. Either demons, elves, vampires, deities and God. All come into one peaceful place and in different areas. One day, three problem children, Izayoi (a high school boy student with an unknown skill and always have ear phone on) who can throw stones which is as explosive as gigantic cricket bombs and jump high. Asuka (a daughter or rich family who can control people with words) and Kasukabe (a girl who has skill to talk with animal). Three of special children receive letters from sky to join a no name party. As they arrive in heaven, they meet Kuro Usagi (Black rabbit) who is the judge of the competition for every party in the heaven and the one who is helpin no name party. They join a no name party which has been destroyed by the demons several years ago and it is lacking of resources. After three of these problem children decide to join no name party, there are lot of mystery behind how the no name party was destroyed several years ago. They try to rebuild everything since the party does not have any workers, good soils even water. They are all children who cannot fight. This is how the story comes up where these problem children fight with other party and get gift to help all the children of no name party.   

Kasukabe Pulls Kuro Usagi ears

Well this anime is pretty good, but unfortunately it is too short. Only 10 episodes and I would say the demon comes up too early. I like Kuro Usagi and Izayoi the most, both of them makes funny couple. I like the style of Izayoi even though his skill until the last episode is unidentified.

An Anonymous Letter From A War

Dear the one who is missing me and I am missing you too,

Is your life going better now? I hope you are fine. Nowadays our lives are so cruel right? Those exams really make me crazy, but I am not giving up, I will fight for my future and this is only the first step of thousand stairs. I hope you are working hard too, I wish you to fight more because to look at your condition, I am worried and afraid of your position which can make you fall sometime. Stay healthy, and always smile the usual way that I love the most. May my pray and my hope always within you although we never talk each other lately.

Anyway, I am also worried about people around you, I can see everything, sometimes you cannot trust the one you thought the best friend, I hope you keep in touch to God and be more aware of your friendship. Always take care and keep your health, nobody wants you to be hurt or getting sick. Make your parents proud of you, so they are not coming to school just because they should listen to the teachers are lecturing and mumbling about you bad scores and I only can laugh to look at you on the corner of the office.

I am really really sorry, it seems like you feel so lonely, I can see that, from the edge of your eyes. I cannot say much because I feel the same, just a "hi" and "bye", just a look, just a feel, it is enough and this is the path for both of us, the best I believe. I am trying to avoid you as many as I can, so you can focus with your study, I will not bother anything which is related to your future, it is more worthy rather than to know me. Probably someday I will regret to do so, but I am happy if you can achieve what you should have, so I just hope for the best. 

I also hope for my future, I have target, I have my carrier, I have my life. I have my parents and my family who I should make proud of and I promise, I will not upset them. You have the same feeling, don't you? C:

Prinsip-prinsip Geografi:

1. Prinsip deskripsi/descriptive principle

Prinsip ini menjelaskan bahwa adanya penjelasan lebih lanjut tentang geografi secara detail. Penjelasan cenderung disertai dengan peta, tabel, grafik, diagram atau media pendukung lainnya. Pendeskripsian yang dilakukan didasarkan pada fakta, gejala dan sebab akibat baik secara kualitatif ataupun kuantitatif. 

Contoh: Penjelasan mengenai persebaran penduduk di Indonesia yang dilengkapi dengan tabel atau peta.

2. Prinsip korelasi/interelasi/keterkaitan/interrelationship principle

Adalah prinsip yang menjelaskan bahwa terdapat hubungan antara fenomena yang satu dengan yang lain dalam suatu ruang. Hubungan dapat berupa hubungan timbal balik ataupun saling mempengaruhi. Hubungan bisa dalam bentuk antara fenomena fisik dengan fisik ataupun hubungan fisik dan sosial. 

Contoh: Tanah longsor terjadi karena hutan gundul.

3. Prinsip persebaran/distribusi/spreading principle

Prinsip persebaran menjelaskan bahwa persebaran fenomena di permukaan bumi bervariasi atau tidak merata. Secara umum, fenomena akan dibagi menjadi dua yaitu fenomena alam dan sosial.

Contoh: Kajian tentang persebaran jenis-jenis tanah di Indonesia pada setiap wilayah.

4. Prinsip korologi/ chorological principle

Analisis suatu fenomena geosfer menggunakan gabungan dari prinsip deskripsi, persebaran dan interelasi. Sehingga fenomena yang terjadi akan dideskripsikan dan dikaji persebaran dan interelasinya dalam suatu ruang. Kondisi ruang akan memberikan corak pada kesatuan gejala, fungsi dan bentuk. 

Contoh: Tanaman teh dapat tumbuh subur di daerah pegunungan yang memiliki udara sejuk.

Bagaimana cara membedakan prinsip deskripsi dan prinsip interelasi?

Prinsip deskripsi lebih menekankan pada adanya hubungan sebab akibat dan terjadinya suatu peristiwa walaupun tidak disertai dengan tabel, grafik dan media bukti lainnya, karena prinsip deskripsi dapat dikaji pula secara kualitatif sehingga tidak dapat diukur dengan satuan angka. Sedangkan prinsip interelasi hanya menjelaskan suatu peristiwa yang memiliki kaitan dengan lingkungan sekitarnya atau sebabnya saja, tidak menjelaskan secara detail mengapa fenomena/suatu peristiwa bisa terjadi. Selain itu, prinsip interelasi hanya menjelaskan suatu fenomena dalam suatu ruang saja sedangkan deskripsi lebih luas cakupannya dan lebih detail.

Contoh soal:

1. Sebagian besar kota-kota Indonesia mengalami permasalahan yang sama yaitu tingginya angka pengangguran. Hal ini terjadi karena pertumbuhan penduduk yang tinggi dan tidak sebanding dengan lapangan kerja yang tidak tersedia. Prinsip dasar geografi yang berkaitan dengan fenomena tersebut adalah........

a.prinsip distribusi
b.prinsip deskripsi
c.prinsip korologi
d.prinsip ekologi
e.prinsip interelasi 

Penjelasan: Di soal ini, dijelaskan secara  detail bahwa penyebab tingginya angka pengangguran adalah karena pertumbuhan penduduk tinggi dan lapangan kerja yang tidak tersedia. Cakupannya luas, tidak hanya membicarakan mengenai penduduk saja, begitu juga dengan faktor lainnya yaitu peluang lapangan pekerjaan yang sedikit.

Happy Chinese New Year Everybody!

Yeiy, as the time goes by, I am really really happy! Even though we only have three days holiday, this is pretty meaningful. Nowadays I am busy on cooking. What is I am cooking on? Cookies, cake, cookies, cake certainly. I do not know why, but I am trying to make it special this year. Well, frankly speaking, I believe that this year is my last year having Chinese New Year in my hometown before I leave to have my university. I really want to preserve my memories this year no matter how.

Having Chinese New Year will be more complete if I have wishes. It is just the same with my new year resolution, I hope my parents and our big family are being protected and be healthy in this year. May the luck and prosperity will cross over us. I also have my special wish, I want to.. emm.. at least I want to have a close friend, in this case a BOY. It is okay if he is not becoming my boyfriend, but I really want to share a lot of things to a trust able person. Really wish for that, no matter who he is. 

I also wish for a good luck for my last examination, I do not wish for high score, I just need to past safe and sound, it's enough. I wish to find a better atmosphere when I get into university. I wish for all people's life, may everything goes well. I wish for better generation in SPL, I wish may all my teachers be healthier, and tougher in teaching my classmates, our juniors and me. The last, I really really want to show my gratefulness here, I am  happy that I am still alive until this hour, this day and I wish for another chance to have my life goes on.
